He may be referring specifically to the Russian government-backed populist parties AfD and Sahravagenknecht (BSW).

What does victory in Ukraine mean?
Orlov said military support for Ukraine and a possible defeat of Moscow were Russia's most important opportunities for democratization in the future.
“I can't say 100% that this will lead to the collapse of Putin's regime. But his victory will 100% bring stability to the regime and Putin's following.”
Therefore, it is impossible to say which is tactically more important: “In the fight against the war, Putin is fighting, and in the fight against Putin, the war is fighting. “It is inseparable,” Orlov said.
The Russian opposition in exile has called for an anti-war demonstration in Berlin, the German capital, on November 17. In addition to Navalnaya, Kremlin critics Ilya Yashin and Vladimir Karamusa were also announced as spokespersons.

Orlov was sentenced to two and a half years in prison in Moscow in February for protesting against the war. But he was released in August in a prisoner exchange between Russia and the West.
