Custody of Rosie O'Donnell's grandchildren questioned after daughter's arrest for child neglect and methamphetamine smuggling

Rosie O'Donnell's custody of her grandchildren is under investigation after her daughter Chelsea O'Donnell was recently arrested.

Chelsea father of three Jacob Bourassa filed a petition seeking to lose unsupervised visitation rights after his recent arrest for child neglect. This was reported on Monday.

According to court documents, Jacob is seeking to change their current custody agreement, which has been in place since he was awarded custody of his daughters in 2019.

Chelsea, 27, and Jacob share three daughters: Skyler Rose, Riley and Avery Lynn. She also welcomed a son, Atlas, in October 2023 with her current boyfriend, Jacob Nelund.

Chelsea now faces four felony counts of maintaining a drug trafficking place, child neglect, possession of methamphetamine and possession of THC, as well as two misdemeanor counts of disorderly conduct and possession of illegally obtained drugs.

In his motion, Jacob explained that there had been a “substantial change in circumstances,” according to the outlet, and that the current custody arrangement would be detrimental to his children.

Her attorney argued that it was not in the children's best interests for Chelsea to continue visiting unsupervised.

Jacob files for primary custody and requests that Chelsea's visitation be limited to supervised periods.

A court hearing is scheduled for November.

On September 10, police were called to his home in Marinette. Wisconsin was revealed on September 10 by Chelsea, court documents show.

The 911 operator reported hearing an argument in the background and a woman telling someone to “get away from her.”

When the police arrived, she tried to downplay what happened, insisting that everything was fine and admitting that she and her boyfriend, Jacob Nelund, had argued.

“I tried to ask her more questions and it was clear that Chelsea was not being honest. “This was a repeat of what happened when I was at her home for a similar incident a few weeks ago,” police wrote in their report.

As officers continued to investigate, they discovered a mattress tube with debris inside.

Police arrested Chelsea and searched her young son, Atlas, when a box of hypodermic needles was found in the boy's bedroom.

While in the patrol car, Chelsea admitted to having something in her bra, which police described as a vial-type container and a clear plastic bag containing some white pills.

“The black vial contained a white crystal-like substance that was known to be methamphetamine,” the statement said. Police allege that Chelsea was in possession of 18 grams of methamphetamine.

Both Chelsea and Jacob's pupils were dilated and unresponsive to a flashlight shone in their eyes, indicating to authorities that they may have been using recreational drugs, the report alleges.

'His facial features were sunken and he was missing some teeth. “His tendon was so stiff that it appeared to flex even though it was not,” the police report alleges.

'I asked him what other drugs he was using today and he said he only smoked marijuana. From my training and experience, I know that marijuana does not have this effect on the eyes.

“I've noticed this type of impairment before in someone who smoked meth.”

Police described the grim scene that greeted them when they entered the house with rotting food and dirty, moldy dishes.

'The inside of the house was disgusting [with] The milk smelled so bad it almost scared me away, there were dirty diapers, used feminine hygiene products, dirty underwear with feces and blood stains and used razor blades on the floor,' the report describes.

Police found a used methamphetamine pipe in Chelsea and Jacob's first-floor bedroom.

'Some of the needles were used and there was dried blood on them. “I know that drug users commonly use this type of urge to shoot their arms or 'hit,'” the officer wrote in his report.

A second officer described a scene of old rotting fruit, “garbage, random tools and butane bottles on the ground, all mixed in with torn clothing.” [the child]'.

Officers found a methamphetamine pipe and a meth pipe that a small child could easily hold.

“Under the baby's crib, I found a black and silver digital scale, some gem bags with a white residue, and a sharps container containing used and unused hypodermic needles,” the report continued.

“In a pile of clothes I found a piece of straw that had been cut and burned.”

An officer explained Chelsea was “sweating profusely” and very shaky when police were at her home.

“Jacob and Chelsea were more concerned about his addiction than giving [the baby] with a safe and clean environment,' the police alleged.

During their search, police also found evidence of possible drug trafficking inside the home and there was a place for cooking with methamphetamine.

In a second incident on October 11, police stopped Chelsea and arrested her after allegedly finding a methamphetamine pipe.

He was reportedly in possession of pills that included oxycodone. In her bra were morphine sulfate and hydrocodone pills.

Police charged him with possession of methamphetamine, bail jumping and drug possession, all felonies.

He will appear in court next month to try both cases.

Rossi, 62, has had a particularly difficult relationship with Chelsea over the years.

He and his ex-wife Kelly Carpenter adopted Chelsea when she was a baby, but she left the family home in 2016 when she was 18 and moved to Wisconsin to be closer to her birth mother.

“Chelsea have a mental illness,” Rossi told the Daily Mail in 2017.[She] He was in and out of hospitals most of his life. He was born addicted to heroin. He had a difficult road. She is very sick. She is capable of neither truth nor reason.

He has four children: daughter Skyler Rose, five, Riley, three, Avery Lynn, two, and Atlas, one.
