Known to be the leaders of their respective regions, the Kage are generally considered to be among the strongest of the village, and at the same time, those with the most responsibilities. 5 Rasa

The Fourth Kazekage of the Hidden Sand Village, Rasa took the position of Kage after the death of the Third. As it was mentioned in the story, the Third Kazekage was kidnapped and this was quite a shame, given that he was the strongest ninja in their history.
Rasa took the position after him, however, he was a clear step-down. Furthermore, Rasa was not a good personality either. He abused his son quite a lot, and even though he was somewhat strong, his entire character was full of failure. He even led Sunagakure into a terrible plot of Konoha Crush that eventually led to his very own death. Truly, he was an undeserving Kage, both as a person, and as a military strategist.
4 Yagura Karatachi
- Village: Kirigakure
- Position: Fourth Mizukage
Yagura Karatachi, also known as the Fourth Mizukage, was one of the worst figures to have ever appeared in the history of Iwagakure. He became the Mizukage of the village at quite a young age, and certainly had immense power to show for it.
In fact, it has been stated that he was one of the very few Perfect Jinchuriki in the entire series, meaning that he could control the power Of Isobu at will. Under normal circumstances, yagura would have made an excellent Kage, however, he became a puppet of Obito, who controlled him using Genjutsu. Under Obito, he completely destroyed Kiri. The Era of Blood Mist, where children would kill each other just to turn into merciless ninjas was under his rule. Of course, this is also unfortunate for the character himself, since he was simply being controlled, however, despite that, Yagura was an undeserving leader simply based on what he ended up doing.
3 Tobirama Senju
- Village: Konohagakure
- Position: Second Hokage
The Second Hokage of Konoha, Tobirama Senju is a Kage with both good and bad sides. However, for any Kage to have any sort of malice towards anyone makes them an undeserving ruler. Tobirama held a deep hatred for the Uchiha, stemming from the Warring States Era, where he fought against them day in day out. It was because of him that the eventual downfall of the Uchiha clan, which was orchestrated by Danzo, came about.

Tobirama had many hard-line policies, and even though he did aid the Leaf Village in many ways, and developed some of the most incredible infrastructures, as well as established massively important institutions, he was still an undeserving Kage based on the fact that he did not believe everyone to be his family. 2 Chojuro

Chojuro is the 6th Mizukage of Kiri, and the man who currently holds this position as well. He was introduced to the fans as a Jonin, shortly before the 4th Great Ninja War. He was known to be incredibly skilled as a swordsman, especially when it came to wielding the Hiramekarei.
Chihuro is powerful and there is absolutely no denying that. Under Mei, he grew tremendously, and eventually, took the position for himself. However, his character is somewhat hollow. He did not receive as much attention in the story, and at the same time, what he did was certainly not anything extraordinary. His achievements were not special either, and for him to simply be handed down the position of the Mizukage after a legendary ninja such as Mei Terumi held it was somewhat undeserving.
1 Danzo Shimura
- Village: Konohagakure
- Position: Sixth Hokage (Interim)
Danzo Shimura was one of the elderly ninjas of Konoha, and an individual from the same generation as Hiruzen Sarutobi. Danzo was always playing second fiddle to him, and this gave him an inferiority complex. While Hiruzen inherited the Will of Fire, Danzo did the dirty work from within the shadows. He was responsible for the establishment of the Root, and many other evil institutions.
Danzo did quite a lot of dirty work for Konoha, massacred the Uchiha clan, and at the same time, he even tried to usurp the village when it suited him. Eventually, he succeeded in becoming the temporary Hokage of the village, after the assault of Pain. He was the prime candidate for being Hokage, and he even represented Konoha in the Five Kage Summit. Eventually, however, he was found by Sasuke Uchiha, who exacted revenge for the massacre of the Uchiha by completely killing him. Danzo would certainly have been the most undeserving Kage in the history of Konoha.
