Ukraine is preparing for North Korean soldiers and receiving help

Ukraine will get unexpected help in expected battle with North Korean soldiers. Namely, former North Korean soldiers who fled the dictatorship and are now in exile.

Nearly 200 former North Korean soldiers request deployment to UkraineHong Kong's South China Morning Post reported on Monday. Therefore, the men living in South Korea published their proposal to the Ukrainian Embassy in Seoul.

What kind of help does South Korea provide?

Lee Min-bok, one of the initiators of this unusual move, explained his motivation as follows:

“North Korean soldiers are basically going there as mercenaries, but we are going there as volunteers on a goodwill mission. Our mere presence in Ukraine could seriously affect the morale of the North Korean military.”

The initiators themselves are engaging in psychological warfare. They explained:

“We are all veterans and understand North Korea's military culture and psychological state better than anyone. As psychological warfare agents, we are ready to go wherever we are needed – making announcements through loudspeakers, handing out leaflets, and even acting as translators .

Exiled North Koreans are convinced that their former comrades will be treated as “cannon fodder” by the Russian military. These young men could be used to carry out so-called meat grinder attacks. In other words, in an infantry attack wave, one's own losses are not considered.

How did the South Korean government react?

South Korea's Foreign Ministry has forwarded the former North Korean soldier's proposal to South Korea's Unification Ministry, the South China Morning Post reported. There was no official comment Monday.

The Korean Veterans Association held a rally in downtown Seoul that day to protest against the Russian military garrison.

Meanwhile, South Korean experts presented their findings on North Korea's plans to support Russia to representatives of NATO countries and other partners at a conference in Brussels.

North Korea has sent thousands of troops to Russia and plans to deploy about 12,000 troops, according to South Korea's intelligence agency.

On October 24, South Korean President Yoon Seok-yeol announced that the South Korean government was reviewing the ban on arms sales to Ukraine in view of “North Korea's military activities.”

South Korean law prohibits the export of weapons to conflict-active areas. However, the government in Seoul has repeatedly said that this may change given the increasing military cooperation between Russia and North Korea.

While Russia launches an aggressive war against Ukraine, tensions between South Korea and North Korea continue to rise. Dictator Kim Jong Un has declared his neighbor an enemy and has blown up two key roads leading to the southern part of the peninsula.

What is the content of the Ukrainian army leaflet?

Over the weekend, the pro-Ukrainian research group InformNapalm released a guide for the Ukrainian military in Korean. The multi-page leaflet, which includes a Ukrainian translation, is aimed at preventing bloodshed on the front lines.

The purpose is to provide Korean-language orders and instructions to Ukrainian troops on the front lines, which they can use to call on their North Korean opponents to surrender and defect.

The paper's authors argue that North Koreans should understand that Ukraine is committed to respecting human rights and international norms of warfare. It demonstrates the humanity of those who “have found themselves in difficult situations and have become tools for dictators to wage aggressive wars.”

“Every North Korean soldier will have the opportunity to lay down his arms and stand on the side of justice in this war, and he will have the opportunity to become a free citizen of South Korea.”

An updated version of the leaflet approved by the Ukrainian Army is available as a PDF document. The document has been distributed in paper form to Ukrainian troops in the Kursk Oblast.

According to NATO, the first North Korean personnel are said to be stationed in the border area, which is partly occupied by Ukrainian forces.

The U.S. government believes Russia may soon send North Korean soldiers on combat missions, The Wall Street Journal reported on Friday.

How has the West reacted to North Korean troops in Europe?

Last week, European Union countries warned North Korea not to participate directly in Russia's war in Ukraine.

The EU foreign policy chief issued a statement on behalf of 27 countries, saying that the intervention of North Korea's military would be a unilateral hostile act that would have serious consequences for peace and security in Europe and the world. Therefore, this would be a serious violation of international law, including the most basic principles of the United Nations Charter.

Regarding Russia, the statement said deepening military cooperation with North Korea shows that Putin, despite his alleged willingness to negotiate, is not sincerely interested in a just, comprehensive and lasting peace. Russia is escalating the war and is desperately seeking all possible help for its war effort, including from actors wreaking havoc on global peace and security.

The EU hopes to discuss possible responses to the latest developments with its international partners. The scope of the operation is limited because of the broad sanctions already in place against North Korea.
